Effects
Alcohol acts as a depressant on the Central Nervous System.  The effects will depend on a number of factors but usually begin within 5 to 10 minutes and can last for several hours after, depending on the amount consumed.  Drinking alcohol tends to relax people and people can become less inhibited.

Health Risks
Alcohol can cause psychological and physical dependence.  Tolerance to alcohol develops when you drink excessively on a regular basis.  Regular heavy drinking can cause alcoholic hepatitis (when the liver becomes inflamed), cirrhosis and damaging the ability of your brain to work effectively.
